CoP Description: The Networked Improvement Implementation (NII) CoP supported State capacity-building and implementation of Networked Improvement Communities (NICs) within and among districts and schools and fostered innovative approaches to generating and using evidence for continuous improvement. This CoP focused on supporting states interested in developing systems to support districts or groups of districts in continuous improvement initiatives.

CoP Description: Since 2016, state educational agencies (SEAs) have implemented several changes to their state report cards in conjunction with their approved Elementary and Secondary Education Act (ESEA) consolidated state plans. They have incorporated new required data elements and sought to ensure that report cards clearly communicate complex data to various internal and external stakeholders.

COMMUNITY OF PRACTICE: Root Cause Analysis

CoP Description:  The Root Cause Analysis Community of Practice (CoP) explored the purpose, methodology, and application of root cause analysis in identifying effective evidence-based practices for supporting comprehensive support and improvement (CSI) and targeted support and improvement (TSI) schools. The CoP also looked at how root cause analysis fits within these schools’ continuous improvement cycle.

Foster Care Community of Practice Summary

COMMUNITY OF PRACTICE: Foster Care

CoP Description: Children in foster care constitute a vulnerable population who have historically experienced poor education outcomes relative to their peers with more stable family situations. Additionally, they also tend to experience a higher frequency of unscheduled school changes compared to their peers. As a group, children in foster care have significantly lower academic achievement and high school graduation rates, and significantly higher rates of absenteeism, grade retention, and exclusionary discipline.

COMMUNITY OF PRACTICE: Resource Allocation Reviews

CoP Description: The Every Student Succeeds Act (ESSA) introduced a new provision that requires state education agencies (SEAs) to review resource allocation in districts that serve a significant number of schools identified for continuous improvement and a significant number of schools implementing targeted school improvement plans.

Building Strategic Partnerships: State and District Collaboration Mapping Process

The Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act (ESSA), requires states to identify schools in need of comprehensive or targeted support and improvement (i.e., CSI and TSI schools) and to develop processes by which to support those CSI and TSI schools. The U.S. Department of Education strongly recommends that districts design processes that allow stakeholders to provide feedback throughout the implementation of ESEA.
